Janice and the beans on the windowsill

I feel like I'm missing something here with the guy whose beans are on the windowsill. Is he rehearsing lines or something? Who is Janice and what does she have to do with his beans going missing?

I felt the guy's speech was only there as a hint to the player.
If he's copying something then I'm afraid I missed the reference.

One thing I did notice is the icon for the achievement has a flower on top of the baked bean can. Could Janice be the flower? Or maybe he was going to give the flower to Janice?
