So depends on what KV-1 you even mean.
At 11.3 he is completly outclassed by any Missile SPAA vehicle of the other Nations since he´s the only gun based SPAA up there.
And practically any Plane and Helicopter at it´s current BR possesed weapons that outranges him or are to fast to be effectively tracked and fired at them.
They can outrange and outgun any Tank of the other nations by a sizeable degree and the F2 and G overshadows the Panzer III M almost immediatly due to their identical BR but having a superior armament.
I think they will add for start first top tier AA for itally and at the same time they will decrease br for OTOMATIC
For example:
Churchill VII/Churchill Crocodile - 4.7 RB -> 4.0 RB - Armor thickness matches BR but Ammunition penetrative power is far weaker than 90% of possible opponents armor thickness.
YaG-10 (29-K) - 3.3 RB -> 3.7 RB - Ammunition penetrative power is much greater than the average armor thickness of 90% of possible opponents armor.
