A new one will be created next time you launch Pinball M.
I've encountered similar before and believe it involves changing resolution and render scale at the same time, this can introduce a scaling issue to the config. For example:
ResolutionSizeX=1920
ResolutionSizeY=1200
LastUserConfirmedResolutionSizeX=1912
LastUserConfirmedResolutionSizeY=1196
You should be able to avoid this by always applying a resolution change before adjusting render scale. Ideally Pinball M / FX should be resetting the scale back to 100% when changing display resolution to avoid introducing incompatible values.
Yesterday I disabled HDR and that fixed it too, but when re-enabling it, the problem was back.
After checking that ini files, LastUserConfirmed indeed had incorrect values. Deleted the file, swapped back to full screen with proper resolution and everything works fine, including HDR. Smooth transitions and no more hdmi issues.

No problem and great to hear it's resolved. I've previously reported these scaling issues but will raise it again - players should not encounter this and editing/deleting GameUserSettings.ini is far from ideal.
