how to put an image into an existing one?

Hello is there and if so where is the setting for the flow of your brush? I don't mean smoothness, I already found that and it's purpose is to fix the lines's shape. What I'm talking about is a setting for how fast your line appears when you make a stroke. I can't function without it no matter how good the rest of the program is. It's called "flow" in Photoshop and "stabilizer" in Paint Tool SAI, which you can quickly search if you're still unsure what I mean. Cheers...
