The camera shouldn't be moving through - it should be pretty much fixed to the back of the car, looking forward, unless you're hitting the camera controls. You might have something double-bound or your controller being detected as two separate devices if you're having weird camera movement. Try looking at the Devices dropdown in the Controls menu - if you have any third, fourth, etc. devices listed (anything other than your controller and keyboard), select that "other" device and set the Scheme to Disabled.
If you're still having issues you can try going into Steam Input's controller config and looking at the joystick settings - in there you can tweak the horizontal and vertical scale, or try changing the stick response curve to relaxed rather than linear.
