Terrible performance with Intel Arc B580
Well, I kinda knew what I was signing up for when bought this card. However all the other games that I tried so far work perfectly fine and their system requirements are much more demanding that Warframe's.

FPS doesn't go higer than 38 frames and it doesn't matter what graphic settings preset and resolution I use. The game uses both the GPU and CPU on 99% and their temperature holds on 50-55 degrees, so I am not sure if this is a driver issue or not. Resizable BAR is also turned on for the videocard

Is there anything I can do to solve this issue?

But it could also be on your end. Make sure that your monitor's cable is in the right slot. If you're using any kind of graphics card then your monitor cable should always be plugged to that card directly and not to motherboard.

I doubt that the problem is on my end. Cable is plugged in the right slot. I recently played Resident Evil 4 Remake and Total War Warhammer 3 on max settings in Quad HD and had stable 80+ fps. I searched on intel forums for a while and guess the only way is really just wait till Intel fixes the issue.
