I got the same problem

You need to "claim" the drop from Twitch if your Warframe account is linked to Twitch then it should be here: https://www.twitch.tv/drops/inventory

Scroll down to Warframe and see if you can claim anything, if it said it expired or you didn't watch enough, then sorry to say but you're out of luck there. But if you can claim it- then claim it and it should show up in your Warframe inventory in-game within a few minutes via an inbox message.

i will never understand why people keep mentioning twitch when i deliberately mentioned watching the stream via steam, at least tennocon relay baro had both the poster and glyph, oh well

Oh I see, I missed that detail about you watching ON Steam. And I wasn't aware that Steam even had a livestream to watch Tennocon on. My bad. I was only aware of drops on Twitch. I have no idea how drops thru watching on Steam works. It could be backed up though, last year there were so many people watching that it took a week in some cases for people to receive their drops.

it's weird cuz last year's tennocon drops worked perfectly fine via steam, so that's weird. I guess i'll just stick to watching streams via twitch, better safe than sorry
