Hunter Munition was great when Slash proc is king, and Crit builds were also not that strong back then without Slash procs. Status damage and the Status itself have been through a rework and multiple rebalances iirc, so now Heat is the new king due to two factors:
-(Potentially) Infinite stacking
-Heat Inherit mechanic
Although, imo, the gap between Heat and any other status nowadays aren't as wide as pre-rework Slash and pre-rework Status
Slash got nerfed twice essentially, enemy hp increased by 2.5x while armor being capped to max DR 90% compared to like 99%+, the true damage that it used to be really good for no so much anymore. IPS never really mattered though, Slash was the only useful one back then and Puncture was just kind of nice for the extra cc, Impact is still worthless.
