I managed it, but only with enemies set to low, and ships set to max. Started on the middle-right edge, and relied on shields, tunneling, and c-bombs. On the low enemies setting, one phantom ship seemed to be able to neutralize the phantoms. Not sure how possible it is with max enemies...that initial blast of creeper from the top, and everything being connected makes is really challenging.
