Been looking for this solution for days, amazing thanks!
Don't care anymore, I'm gonna wait for V-Day next year to play the remasters.
Unzip the files into your Tomb Raider II download folder (Steam/GOG releases) and then you can run the game from Steam > Play, or by using the Tomb2.exe in the TE2 game folder.
It has controller support, I've played it with my PS5 DualSense controller with no need to bind anything. I have been using the DualSenseX software which emulates a Xbox 360 controller. ds4windows will work too.

- Set controller bindings as keyboard bindings (and set each gamepad buttom binding as the respective keyboard binding you want ingame)
Done, Steam Bigpicture will emulate a keyboard at your controller and the game will not know the difference.
