I noticed that if I press F2 while playing to save the game, continue playing, then later press ESC, it brings back the save menu rather than immediately presenting the normal pause menu options (pressing ESC a second time opens this menu though). Is it possible to remap ESC to only open the pause menu options?

I'm aware the Megaton Edition is no longer supported, but I wondered if the option exists and I just don't know where to look for it. Thanks in advance.
