It's not something in steams control. You're barking at the wrong tree. This is entirely a licensing issue with the IP holders who have chosen to no longer allow the game for sale

Exactly. High Moon, or Activision maybe, would need to pay Disney just for the right to sell their now 10 year old game again. Just not going to happen unless they maybe do a 'remaster' for a release of a 3rd Deadpool movie, which also likely isn't going to happen now that Disney also owns Fox.

There is still a chance, as Activision was bought by Microsoft/Xbox and one of the interesting things is game preservation. Who knows, perhaps the game will appear in the GamePass catalog by surprise.
Another thing, Marvel/Arcane/Xbox announced the Blade game at TGA, so the companies are talking to each other and next year there will be a Deadpool movie too.
