If for some reason you really want SC's then you can bring one out yourself using the debug mod.
I've seen SC in 2012 more than in 2013. This is getting worse and worse.
For example in F1 2010 an incident will trigger SC deployment @ 25. 50, 100% race. Even at start of the race.
Also AI make more mistakes in previous F1 games. Race become more random because AI mistakes can trigger SC and this is will give you a chance to swap tyres or completely break your tactics... Or just give you a short break.

If they find themselves in a danger zone (i.e. on the racing line) they only stay there for a couple of seconds once out of the player's sight before teleporting to the garage. If you park yourself sideways on the racing line odds are you'll trigger a SC so the sensitivity is fine it's just that the AI remove themselves from dangerous positions magically and too quickly.
All that mod did was increase the sensitivity of the SC and hence it didn't actually work that well at all. The only way to "fix" the SC is to have wrecked AI behave realistically, which can only be done on Codemasters' end I'm afraid. Once 2014 is announced officially and devs can talk about it that'll be the question I plan to hound them with on Twitter. ;)
They don't care. They simplifying the game every year... Old games have more realism.. Even chance for gear box malfunction after impact. AI can make a mistake and have a brake lock or just fly from track in turn for example. That was not too often but it was and I found this more awesome and realistic - simple (they also had this AI in GRID 1 game) You can see that real F1 pilots make a mistakes too. During every race someone have a minor or major mistakes.
And I just want the same in this game. If devs can't do this - modders can but they met 2013 too "cold" I guess.

I google it and found F1 2012 also have engine and gearbox failures but I never saw them personally during my gameplay. I guess chance is very reduced. Not sure if F1 2013 have this. Also I never had a puncture in 2012\13 (only in young pilot test)
And in F1 2013 I can't see dirty trajectory at all. (visually)
+ They use same game engine for many years but in every new game they brings new bugs (and old's too)
I really can't understand why they can't make a good F1 sell it, change stickers and swap pilots names in team for next F1 game and sell it again (what they actually do but with horrible "improvements" and engine rebuild) Seems like they love to torture game fans.
And so on...
I have a race at full lenght saved just before the race restart and is totally imposible for me to avoid disqualification , the only way is pit, when i have allready pit 2 laps ago, the cars behind me, dont enter the pit and dont get black flag. 30 Laps wasted when i was first with my second pit done
