I am also having this problem.

I fixed it by "verifying the integrity of game files" in the Steam game properties. Twice. I had to do it twice for some reason. I also set it to compatibility mode with W7 in the properties for the exe file, I don't know if that did anything, but I don't want to break it to test.

It is working for me, didnt have to do anything strange, just download with steam, install normally and play, only thing is My steam folder is outside c: , not on the same drive / partition as windows folder or program files folder, those folders usually have some kind of read-write limitation, or could be something else, very particular

Mine is on my D: drive. Up to date W10 and Nvidia drivers as of 8th May. It's still working. I used to have to click launch twice, but for some reason only once now. Again, I don't want to break it so I'm leaving it alone.
