Which do you all think is better!

Anyone know how to fix this guy? He offers training but never spells. Tried every hour of the day, every part of the building. Never had issues before. Several people have asked this same question on the net but no solutions I can find. Is it cause I'm an apprentice? Need to be higher rank or something?...

I sorted my load order myself and I was wondering if it looks correct? I'm not complaining, but why do i need to hit an enemy more times when i level up? At level 1, i need 4, 5 swings with my axe. Now i need 7 to 8 times, on the same enemy... I get that the enemies scale with me, but i don't feel really more powerful with that in mind Any tips, by any chance?...

I have low end PC and I can kind of play remaster with some stuttering in open world but I have this game in my library already and I never played Oblivion, what do you suggest? Thanks.
