No. You can however increase your max Magicka to obscenely high levels.

Morrowind has a vastly higher power ceiling. Unlike Oblivion and Skyrim, which can obviously be glitched to obscene levels, Morrowind has more genuine freedom to obtain extremely high stats even without exploiting anything.

As above states, you can get really high max Magicka just by obtaining good gear and raising your attributes. Morrowind also has way more magic effects in the game, so you are usually much better off just using cheaper but more effective spells.

i.e. Casting a really high damage Fire spell will usually cost more than using a Weakness to Fire effect and a weaker Fire spell.

Spell costs don’t decrease, though it is easy enough to increase your maximum magicka via race/birthsign/certain items. Without any magicka regen mods however, you will most likely need Restore Magicka potions to keep your reserves up when casting expensive spells. Thankfully, both Exclusive potions + ingredients to make your own potions are infinitely restocking items at certain merchants, allowing for a constant supply given enough money to buy them.

If you want a more Oblivion / Skyrim experience with magic, then grab a mod that regens Magicka over time.

However, I'd strongly suggest trying to get used to Morrowind's system. It forces you to be more resourceful and actually consider what spells to use, whether or not you have the resources to keep going into a dungeon or to retreat and rest up.

It raises stakes and can be the difference between choosing to use a healing spell, or running behind cover to jump out with a Touch spell to knock off the last part of the enemy's HP and risking your life in the process (I had this very situation yesterday - had magic remaining for only one spell, an Ancestor Spirit hunting me down and literally 1HP remaining; I kited it around the closest corner and cast Firebite just as it was approaching).

It makes things more fun, but that's subjective.

Yeah, I'll agree with you on that. Morrowind's magic system is interesting and different. I am playing without mods, a Breton mage with mage birthsign so I get 2 points of magicka per point of INT. Still early on so my max magicka is only like 106 I can cast a decent amount of spells but some I notice are sooooooooo expensive and Im scratching my head like, how can I expect to play a mage effectively when I can only cast like 1 or 2 powerful spells and then my magicka poops out and I have to go rest or use a restore magicka potion, which for me are always in short supply (cuz I dont know where to get them, other than mages guild hall in Balmora. I have pretty good alchemy but can never find ingredients that actually restore magicka, other than comberries). I am pretty much always magicka-starved.

Restore Magicka ingredients are much rarer in the early game. I recommend buying potions instead.

You will find a massive abundance of Drain Fatigue ingredients around Seyda Neen and the West Gash areas. Craft bucket loads of poisons and sell them for money and the Alchemy points, visit early towns like Pelagiad and Balmora for better alchemy equipment and potions - and pick up some nice utility spells and cheap destruction spells while at it.

Certain merchants restock a selection of items when you close and open the barter window. This means you can buy that item, reopen the barter window, and it’ll be there to buy again.

Ajira in Balmora Mages Guild has 5 restocking Comberries, as well as restocking Crab Meat and Small Kwama eggs for cheap ‘practice potions’.

Nalcarya the Balmora Alchemist has 5 restocking Frost Salts, as well as 1 restocking Exclusive Restore Magicka potion.
