Where is your current game installation folder located?
Does your current Windows user account have proper R/W permissions for the above folders?
Are any of these folders set to read-only?
Can you confirm if the game data folder in AppData is set to read-only?
Etc.
Those are the very basic questions you need to answer if you want us to provide any sort of support for you with this issue. Depending on your answers, you might get possible fixes or you might get annoyed. It can go anywhere.
Delete save folder in steam usersdata, but doing a backup of data0.data in desktop for example.
Turn off steam cloud. restart pc.
Log on steam, play game and all it's ok, then copy your save in save folder and be happy.
