look up the game on Nexus mods, plenty are there.
But if you are talking about mods for the online (I'm basing this solely off my GTA Online experience btw. I've yet to play online in this game on my PC or PS5), multiplayer portion the reason they aren't free is, they are cheats and require serious development time to stay ahead of the developers who want a fair play space. Plus by cheating you're being on some level unscrupulous yourself so I think it's fair others with skill prey upon it for monetary gain.
