As a workaround, you can revert to a previous version of the game on Steam. To do so:

When I delete the folder in this location, I can log in to the game. But you cannot connect to your PSN account.

thanks, As far as I understand, there is no way to solve this without deleting files or reverting to the previous version. It is quite strange that the cutscene flows smoothly only in the menu at the beginning and when the game is opened, but suddenly it breaks down. I hope the developers find a solution as soon as possible, otherwise it looks like a new AC Black Flag case for now.
