I'm having the same issue on 2 specific models of laptop that have similar hardware. I have some Dell Precision 7730's with the Quadro p3200, and a 7740 with a Quadro RTX 5000 that are experiencing short freezes where the mouse cursor is still movable but button clicks are delayed by seconds. This also effects the desktop not just steam. I'm also having additional issues with most games not launching. This is happening across 2 Ubuntu 22.04 variants (Ubuntu Studio and Ubuntu) and multiple Steam installs. A handful of games will launch. Mostly the Feral ports (Tomb Raider series, Deus Ex Mankind Divided). There are no other issues in other apps besides Steam. All the systems are working just fine with CUDA. Running Stable Diffusion webui for image generation, and Textgen web UI for LLM generative text.

troubleshooting steps I've taken:
current drivers (Nvidia 5.45)
up to date os
tried multiple systems: 2x 7730, 1x 7740
tried multiple Ubuntu installs
Steam install and games verified working in another model (Precision M6800 w/ a Tesla M6 GPU)

The 7740 is a refresh with a 9th gen Intel and Quadro RTX (Turing) GPU offerings
my 7740 has the Xeon 2276m and my 7730's have the I5 8400h.

i have the Same issue with my precision 7550 with a quadro RTX 4000
I Had no issues with a 7530 and a quadro P2000.
Do you have any Updates yet?
