Steam > Settings > Downloads > disable "Enable Shader Pre-caching"
Disabling it will launch the game immediately like it normally does on Windows, pre-caching doesn't really do much of anything, in fact some report that their performance was better after they disabled it (with some games).
Background processing of vulkan shaders is also TERRIBLE, and it's good they don't enable that by default, because when your CPU is processing shaders in the background, by default I'd notice it'd just constantly max out CPU usage to get it done faster.
