Dual Attack etc not gainable through Level?

I am confused. I am trying to make a new class and wanted to add dual attacks but for some reason Dual Attacks, Double Attack and such are not shown in the skill ingame. And not even when i try to let it be learned through. I have honestly no idea what to do.

That is strange. I just checked myself and it seemed to work. I went into Database (F9) > Classes.
I then checked Soldier, and in the Skill window, where it has Lvl 5: Strong Attack, Lvl 10 Cleave, etc. I clicked a free space it brought up a level window asking for the Level the new skill would appear at, and Dual attack (002) and Double Attack (003) were on the list.

I even created a new Class and I was able to add them to the list (I didn't play test and make level the guy or anything), but it all seemed to be working.
