my specs are i5 6500 , gtx 750 2gb , ripjaw v series 16gb ddr4 2400mhz ... runs flawlessly.
something is wrong with your setup/settings.. it should run better than mine.

yeah check your setup, i use to play this off a geforce gtx 960 really great a while back.... also check what resolution your running at... and in geforce settings on the desktop make sure you got the.....image settings with preview set to let application decide and you'll get the best results.... also check your processes at the desktop with only steam running or even without steam for a more accurate result... make sure the CPu usage DOES not spike much too offten... that'll help tell you if something is messing with your resources

i play this game on i5 + hd7850 1gb on high back in days, and thi is arround 140 fps.

i resolve the lag when i put the controller in the usb 3.0 port.

With the HD pack turned on and nothing but butter. No lag.

i got 15 fps when i tried to overclocking my r7 260x with msi afterburner, but when I restart my pc and back to stock gpu speed, it just running fine. so weird.

no, this has nothing to do with the graphics, for me, the game starts at 30 fps and as it plays, it goes lower and lower till it gets to 10 FPS. Lowering the graphics doesn´t do anything. It´s like it´s leaking.

EDIT: I solved it by disconecting the wireless controller transmitter from the USB. Now is stuck at 60 FPS (5760x1080@gtx970).

I've found out that this is happening to me now it's not the graphics card or anything. if i use a controller with my games, over time the game starts to bog down really bad. so when that starts i unplug the controller and reinsert it back in 10 seconds and it returns to normal, but it still persists.

im running an i5-6600k msi rx470 8gb 8gb ram and it keeps crashing not sure why had it on high settings then bumped it down to medium

Had the same problem. This game has an issue when you are playing with a controller and DmC can't access the controller in exclusive mode. I use a DualShock4 with InputMapper. When I connect the controller while Steam is open, InputMapper can't put the DS4 in exclusive mode and I get the same kind of stuttering OP is describing.
Solved it by connecting the controller while Steam isn't running (close it by right clicking on the task symbol in your taskbar). Since then the game ist running smooth as butter on my system with locked 60fps @ 4K downsampled to 1080p (i5 4570, GTX1070 OC). Graphics on the highest settings.
Seemlingly, this problem with exclusive mode exists since the Win10 Anniverasy Update. So thx MS, i guess...

im playing on ultra with a 860k 12gb ram and a 660 2gb vram. Only time im getting fps drops is if i look around too fast otherwise im sitting pretty at 60-90fps.

Okay you guys might think it doesn't work. but for me at low settings in game I lag. But full Ultra settings with HD everything on I do not lag. Weird.
