No Workers?

I'm trying to open a fish and chip shop, but it says I have no workers available.
I have plenty of housing for my villagers, and have more villagers than jobs available.
However, I can't assign a villager to the Fish and Chip shop.
If anyone can help me, that'd be appreciated.

And you've assigned all your villagers specific homes? (ie went up to each house / apartment and hit "manage" to choose who lives there) You'll have to do that before you can assign anyone

I can't believe I didn't think of that, I just accepted villagers like nobodies business and went about my day! How silly!
