It solves the random freezing problem with modern CPU's with heterogeneous cores.
UI mods usually either make the game laggy all the time (like microstutter from the timer/stat tracking), or doesn't affect fps at all. So it's most likely not the problem.
But you can try disabling mods (temporarily renaming the modloader's .dll will be enough) and doing a random heist.
Make sure to host a heist - as your own game can get laggy if you play as a client and the host's fps/ping is bad/unstable, even if your own fps/ping is excellent (same goes for you as host and a laggy client playing with you).
