I have done this quest 4 times, it is necessary to build 2 fountain benches, and wait for an NPC with the nickname "Guest Toravi" to sit on it, no other NPCs will lead to the quest scoring. How to do it: sometimes it happens that there is not enough time for him to sit on the bench and he is sent away, I just saved after installing the benches and restarted saving several times and one of the times he sat on it immediately and the other time he did not have time and left, purely randomly)
if your save is from the very beginning of the game, then this may be a bug, I couldn't complete this quest there, but it's necessary. After it, there is a side story task.

Toravis visited my hotel multiple times and i saw him sitting on the bench. There is even screen with him there and quest was not completed.

So i guess it is one of the bugs.

It's bugged. He's been back many times an d sat on the seat but it still hasn't ticked off

It ticked off in my old save file that crashed...but not in my new one sadly

At least they actually sit on your benches. I've not had a single one sit on them, ever.

After the last update it was finally fixed for me and quest was completed.
