Island catcher

Please help me. I can't create an island catcher. I have all the materials, and I've studied everything I can. The workers are bringing the materials for creation, but they haven't started making it. I've saved and reloaded, and even started the game over, but I still can't create an island catcher.

For me one of the workers with the tool is not going to the pole to use it. When I start the command, I can't even click on the buggy worker anymore to drag him.
