No, he is not a boss character nor is he OP. Some players just have trouble adjusting.
But none of those mattered. This guy just wants to complain for complaint's sake, nor is this his first post complaining about some random character. So much so he had to make a separate post on a character he has already posted about.
To your question, no he's not a boss character, and Vasaraga is mid to mid-high tier at best. He's just a knowledge check character. Very annoying if you don't know how to deal with him, but nothing special if you do. Just takes time to understand the counter play.
If you're new you may struggle against him yes, but he's far from OP.
The same goes for the majority of boss characters in this game. While yes, some are a bit overtuned and could use some adjustment, none of them are in a league of their own and all characters on the roster have a fair chance of winning. The only real difference that separates a high tier from a low tier is that, those commonly considered low tier may need to put in more effort/learning. That's about it.
