I'm still new to the game and I don't understand how this guy in the video (4:27) is doing this "Universal Overhead"- when I try it I get a different thing.

This is a really strange video. It's titled Granblue Fantasy Versus Rising, and it shows gameplay from Rising, yet more than half of the frame data section he's using the old Granblue Fantasy Versus for some reason.
That was from this game:

As such, there is no universal overhead in Rising. Not sure why the video is made in this manner.

They've removed the universal overhead and replaced it with Raging Strike.
Overhead still exist but they're either part of a combo or part of a skill.

If you want to do an overhead as part of a combo then it's
H, H, and then for the 3rd hit hold forward (towards your opponent) and double tap H.

Rising never had universal overhead. This move was removed (as in, compared to the old GBVS) and replaced by other new systems like the high/low auto combo finisher, dash normals, raging strike + raging chain, ultimate specials, etc.

That portion of the video is misinformation, but he seems like he has experience with the game. Hence it's extremely odd how he didn't notice he was playing the old game (or using footage from the old game) and not Rising for that segment.
You can tell the footage on frame data segment was from the old game 'cause the UI doesn't even have the brave points.

i think the point of that segment is to later compare to general changes in rising

everyone in a sense has a "universal overhead" but it's relegated to being an autocombo mixup and some specific character 66Ms, instead of being a standalone command overhead
