It's not a mod, that a normal glitch that's been in every version of the game (and is even utilized by speedrunners from time to time.)

To perform this glitch, simply equip the stealth camo, go to a doorway / narrow pathway which the guards have to pass through, and spray them with the coolant. That'll stunlock them in the hand shaking animation until you stop spraying them - and if more guards run into the same spot while you're spraying, they'll end up stacked inside one another like this.
