Report a translation problem
Either you ran into some strange bug or you're misremembering based on the fact that the game covers only one school year and therefore the story ends after the May Day Ball of freshman year. That wasn't a WIP thing though, that was simply where the story was designed to end.
(There was an alpha version available on my website years before it came to Steam which was being updated every week or so as new story content was written, but if you'd been playing that version, it should have been quite obvious that the story was incomplete, as the game was labeled ALPHA everywhere and the purchase came with instructions on how to download new updates as they were made available.)
The path i played ended more on a cliff hanger than the end of a storyline.
I was waiting in hope of a continuation of the story before buying (mind you that "decision was like 10 years ago) I was hoping it would continue on to the second... third year etc, but from what you're saying it doesn't sound like thats the case.
