F.E.A.R ran fine but...
The first game ran fine, after I installed the FPS fix. Got amazing framerates and really loved the game. So I tried to move on the the DLCs and well... they had the same issue. I figured I should put the same fix in the game files. Sad to say it did nothing. It did work okay for a bit (like 40 fps) then it just went back to 2 frames a second. Anyone got anything specific for the expansions to work?

Ditto. I don't remember if there ever was a fix for the expansions.

There isn't. The patch fixes were only for the ORIGINAL game. Extraction Point and Perseus Mandate weren't considered.

The only way fix I can think of would be to go to the Nvidia Control Panel. Turn V-sync on from there (and then turn V-sync) off in the game. After that, set the max FPS possible to 60.

I have the fix from the fear wiki, all I did was copy it to the expansion folders aswell and now Extraction Point works just fine, not sure about perseus as I do not like it. If this is what you have also done I'm not sure why it wouldn't be working, it should work with the base game and the expansions as long as its copied to all 3 folders https://community.pcgamingwiki.com/files/file/789-directinput-fps-fix/

The same dll file im sure youve seen does work for the two expansion, but it must be placed in the acompanying sub folder within Fear ultimate shooter edition.
FEARXP and FEARXP2 respectively

dinput8.dll definitely works for the game and all dlc (if you do what you describe). Idk what fixes the other people are saying don't work, because you only need the one to have the game run on modern hardware.

dinput8.dll does NOT work for extraction point dlc, as soon you reach the subway station in interval 3 you will start to get massive frame drops that make the game unplayable.

How low of an FPS are you talking about?

Yes it does, paste dinput8.dll into fearxp folder and it works perfectly
