For your questions:
1. It's 10|25% of the damage that triggered the EMP. So it won't deal damage when coming from the skill as that doesn't deal damage, but rockets and cannon deal damage and so will the EMP. As skills only shields and invsibility count. We probably should adjust that as it's kinda unclear (why is shooting missiles or all the boss abilities not counted as ability?). Even though deactivating them with EMP would be overpowered then.
2. It buffs by 25% and affects damage, attack speed and range.
3. Damage of the drones right now is always 25% of the viruses max health (2,5% for bosses).
We'll check if we can somehow make these things clearer. Regarding tooltips that's sadly not always that easy with controller.
