are you using Windows 10 with activated Compatibility mode?

All textures in FunnyPizzaLand have the BMP file format or bitmap and are very low res.
I suppose you have to change the settings in your graphic driver properties, default settings can usually run the game with all textures...

I use Windows 10, running in compatibility mode for Windows XP Service Pack 3. The cutscenes run fine, but when the game starts the large menu panel on the right is flickering and has a blocky effect. Textures that are mapped to planes in the world, like the tree with the sign on it, the fireflies and some other textures are all black in areas they should be transparent. My video card is a Radeon RX 5700. Game seems weird, I'd love to play it, thanks for any help.

some radeon cards have issues with transparency effects, etc.

Changing the default AMD Radeon settings may help...

The menu graphics have a black static over them and the transparent textures have a black background, I've tried running the game in compatibility mode but nothing seems to work. I have a Radeon RX 6600

try to disactivate Antialiasing for the game, the 6000th generation has problems with it.
