Your security software might be preventing the game from saving. For example, Windows Defender has a ransomware protection option that can restrict access to certain folders. If that's the problem, you can tell it to give access to the game program.
Under Win 10, the save files are in
%localappdata%\Warner Bros. Interactive Entertainment\LEGO Batman\Saved Games
Win 11 might be different.
If you have to give the game access to the folder, you should probably give it access to the LEGO Batman folder, instead of LEGO Batman\Saved Games, because there is a pcconfig.txt file in LEGO Batman that the game uses for some info, like your resolution.
If that's not the problem, do you have any files in the Saved Games folder? If so, maybe a save file got corrupted somehow. You could try moving or renaming any files that are in there and see if the game will save. If that doesn't help, you can always move/rename the files back to where they were.
Other than that, I guess the next thing I would try would be to check the file system and then disk for errors. Maybe you've got bad sectors or something.
Are you saying that there was no folder? Or there was one, but you created a new one?
If there was no folder, and you're using Win 10 (like I said, I don't know if the location is the same under Win 11), that means that Defender or something else is preventing the game from creating it.
What do you mean by "disabled folder access"? That sounds like you told Defender to not allow the game to access that folder.
If it's able to create the folder, then it seems like it should be able to create a save file in that folder, so I don't know why you're getting an error/crash.
I would have Steam verify the game files, just in case they got corrupted somehow. I doubt that that's the problem, but it's easy to do.
Then I guess you could set LEGOBatman.exe to "run as administrator" and see if that helps. I don't think that should be necessary, but you could give it a try.
