How do I grapple?

I just started the game and I'm at the first grapple point, but I can't go up. I can grapple up to the grapple point but I don't climb onto the catwalk. I'm just dangling there and if I try to jump I just fall back down.

Thanks, I think it's just some jank (I was only able to get that one grapple spot to work some of the time, the rest seem to work consistently. Similarly, Robin's magnet shoes sometimes need me to tab out and back in to get him to finish his climb. Old game I guess)
