If you can't get V-Sync to work, another option might be to use some software to limit your frame rate (which, I guess, accomplishes the same thing). That has apparently fixed problems for some.
You could always have Steam verify the game files, just in case, but it really does sound like the usual V-Sync problem. Like I said, probably the most commonly reported problems here involve the RC car, and those seem to be caused by a lack of V-Sync (or, to put it another way, a frame rate that is too high).
If you're sure that V-Sync is on, you could try limiting the frame rate in some other way. I think someone posted a while back that they used some software to limit the frame rate, and someone else just posted in another topic that they connected Steam Link (I don't know what that is) to their cell phone and that limited the frame rate to 60, and the game worked after that.
Thanks for joining us here. I just did a quick Web search and I guess Steam Link is some extra hardware? I assumed that it was just some Steam feature that I hadn't used (like remote play). If it's hardware, the OP probably doesn't have it.
FWIW, I see that Steam Link is streaming Steam games to some other device, so I would guess that streaming limits the framerate, and that's why the game started working for you.
