Other than that, I'm not sure what to suggest, since your problem doesn't sound like the problems most people have posted about (screen just being blank when they start the game, game crashing, and problems doing certain things in the game).
Kind of grasping at straws here ...
I wonder if something is preventing the game from continuing. You could check to see if the game has created a configuration file. If not. maybe the game just hasn't gotten that far yet, or maybe something is keeping it from creating one, and that's why it gets stuck. For example, Windows Defender has a ransomware protection option that can restrict access to certain folders.
Under Windows 10, the file (pcconfig.txt) should be in:
%localappdata%\Warner Bros. Interactive Entertainment\LEGO Batman
The location under Win 11 may be different. I don't know.
And you could check some of the recent topics for suggested fixes for those other issues, like manually setting the screen resolution in the game's configuration file. Maybe something there will help.

Another kind of off the wall thing you could try:
There should be a testapp.exe in the steamapps\common\Lego Batman folder. It is a copy of the regular game program (LEGOBatman.exe). I mean, they are byte for byte identical. I don't know why testapp.exe is there. The name implies some kind of test version, but, as I said, it's actually identical to the regular program. Anyway, I bring it up because someone that was having a problem (completely different from yours) posted (link below) that the problem went away when they started the game with testapp.exe instead. You could give that a try. It's the same program, so, worst case, you should just run into the same problem.

No harm in trying to start it the regular way. I doubt that running testapp.exe would have fixed whatever problem you're having, but you could try it.
If starting it through Steam doesn't work, I would try running LEGOBatman.exe . If that works, then I guess there's some kind of problem with how Steam runs it, although I don't know what that might be. If it comes to that, you could create a shortcut to LEGOBatman.exe and put that on your desktop, and just run the game that way.
