GAME DOES NOT OPEN FIX SOLVED
Nothing worked for me ,cramping screen resolution,limiting screen to 60hz,SETUPdirectX...
But here is what worked for me: Booting Windows with minimal services running can help identify conflicts.

Press Win + R, type msconfig, and press Enter.
Go to the Services tab, check Hide all Microsoft services, then click Disable all.
Restart your PC and try launching the game.
