Report a translation problem
On the AMD side, there is a setting that can disable (or enable) V-Sync for everything, overriding the game setting. There is also an Enhanced Sync setting that, if turned on, replaces the regular V-Sync, and using that causes problems in this game. I'm sure that the Nvidia software has a similar option that disables V-Sync, and maybe something like that Enhanced Sync option, and maybe even other V-Sync-related settings. All I can suggest is to look for anything like that.
You either want to force V-Sync to be on for everything while you're playing this game, or allow the game to control it.
