Hard locked during Robin Technology Suit - V-Sync is on
I turned on my V-Sync. I was able to get the little car into the slot/mini garage. but I can't get inside the building. The mini-car doesn't go up the ramp like it's supposed to.

Are you sure that V-Sync is on? You could have Steam, or something else, display the frame rate and make sure that it matches the rate set in the game.
