This is just a guess, but you could try going into

steamapps\common\Lego Batman\DirectX

and running DXSETUP. That should (re)install DirectX and if the error is caused by a problem with your DirectX installation, maybe that will fix it.

I don't know what else to suggest except something basic, like trying different video card drivers.
