I encountered the same problem, and I requested to get a refund.
We've all loved this game ever since we were kids, but this just feels like a waste of money, when I can't get control over the car. And apperantly, you've been running into the same problem, so I'd say that you'll request for a refund.

V-Sync should fix it (as described in the post I linked above). If you don't want to deal with that, that's your call, but V-Sync would almost certainly fix the problem.

guys, don't refund the game, just change the vsync setting to on. It solves it somehow.
