hey guys! how do i fix that?!?

how even play this game? enemy spams non stop and you have only 2 units in campaign

There are some mods on the steam workshop I would like to use, but game doesn't seem to show them as available, they get downloaded and all but they don't show up at all in the in-game mod manager. Any way to fix this issue?
