If you don't have it and already did mission 11 then its a bug.
You have to be careful using your consumables for this event, as they can be used on anything and you can lock yourself out of continuing.
It is terrible design and quite an oversight.
Some steps in the event will consider something already done and skip ahead to the next step, however elixir usage is not one of them, among a few others (like upgrading modules to +5).
You can skip around if you want, but that will cause you problems. In this case it is not a design problem it is a reading for comprehension probem.
The Devs have provided a comphrensive, step by step, tutorial to get new folks a big boost in experience. If the player chooses to wonder off and screws up the tutorial, that is on him, not the devs.
No its not... this design is completely stupid. Especially when you consider that no one reads anything on our todays era xD
