What kind of monstrous long fingers do you have?
For most people the step from Q to 1 is perfectly fine.
To go even higher to F1 is to far as for most people as they would have to move their entire hand up to reach it. Making using LShift or CTRL nearly impossible.
On a tiny/laptop keyboard maybe.
Besides, F1 is often used as a help page anywhere else, therefor games can sometimes use it for menus or in this case an event screen.
Using the F keys for important often used gaming actions is just bad practice IMO.
I just use the mouse scroll wheel to select next or previous depending on which I currently have in my hands and what I want.
remember the Microsoft mouse that came with my very first pc only got 2 buttons and nothing else
Function keys are almost always reserved for system functions. Do not ever bind anything to them to avoid the issues you have now - this is not a Nexon problem, this is a *you* problem.
EDIT: I'll just leave you my setup here, hope it gives you a better idea.
Buttons 1 2 3 and 4 are now abilities.
SHIFT is the 1st weapon, always with sprint and grapple cores.
C is the second weapon, usually a high power weapon (so C stands for Cannon, easy to remember).
Q is the third weapon, usually my mobbing weapon. Something like Malevolent, Albion Cavalry gun, Clairvoyance really anything that chains damage around and we're gucci.
MB4 (Mouse Button 4) is Scan (makes it easy to play Nell this way, I scan with the mouse and attack with keyboard).
Under gameplay options I set myself to "always sprint" so I don't need the sprint button at all and I turned the grapple guide off, can make much better tricks now. And technically I didn't get rid of the sprint, I still move faster only now one press of SHIFT is enough to swap to my movement stat stick.

I use 1-2-3-4 for skills because I use mmo mouse with number panel, and F1-F2-F3 for weapons, because I change them not often.
Goodluck trying to move your hand away from wasd every time you want to switch weapons.
Granted in this game you dont need to switch weapons often, but still, that's just weird.
Even manufacturers software often don't allow you to do to much with system keys.
In the end, they are system keys.
3rd party might be possible, but also not possible in some games, BF6 for example refuses to start if it detects you are running AutoHotKey even if its for legit reasons. I only use it for quickly muting any currently selected active window based on its PID ... beats diving into the windows audio mixer all the time.
Beats me, some people like being weird I guess.
The reason why I asked him is because I also have a mouse with side buttons, 1-4 is skill, 789 is weapons. And recently, I bound vehicle to 6.
I use E for jump, Space for interactions. I blame Morrowind.
