i found it!

fps issue because of steam input, if u used controller before (i don't, i have gamepad buttons in wooting 60he to use analog input) steam input will be activated automatically for this game, if you'll disable it ur fps will be normal (game is locked to 120fps)

to fix it: click ur game, and at your right side will be something like "CONTROLLER, supports you XXXX controller, this game should work great with your controller" click "view controller settings" and steam input window will apear, just disable steam input (button on top), that's it
