To get the game running just rename SR_HV.exe to SaintsRowIV.exe
Worked for me.

The latest edition of the game has an error where it seemingly will not start due to a missing EXE.

The SaintsRowIV.exe file is not included in the new version or something.

Thus, you must rename SR_HV.exe to SaintsRowIV.exe to have steam launch and play the thing properly.
