Low Fps Issue

I used to play game very well and it work perfect but after Re-Elected update my fps is in game locked under 40. And i tried so many way to fix it but its only not working for this game. I don't have same issue another game. I have 4GB 1650 Ti GPU and 32 GB Ram ( max 40 fps at low graphics setting) Help me.
