Now, we all know that launching the Re-Elected version also launches ESO. But the rumor I've read is that if you don't let Steam make changes to your system the first time launching after installation, ESO doesn't try to launch. Is this a real thing?

ESO has nothing to do with it. ESO = Elder Scrolls Online.

As for the EGS garbage; once you updated your game and it says you have the re-elected version, then you already have it. But if you had set steam to only update when launch the game and not have launched it yet, then you haven't it no. I have done this method for a while myself. You then have to play offline though. But since you can select legacy at the beta tab, which is the old game of the century edition, there is not really need to do that anymore. With legacy you don't have that epic crap.

I miswrote. What I MEANT was EOS, as in "Epic Online Services". But my fundamental question remains the same. I want nothing to do with Epic, but I DO want all of the Saint's Row IV DLC.

As said, go for legacy. Go to library, rightclick on srIV, properties, go to the beta tab and select srIV_legacy. close, wait till it updates and when your library says sriv_legacy, then you have it.

I KNOW that. But you're assuming that I already have all the DLC, and that's not the case. I only have a few of them. Using the Legacy version only gives you the DLC that you had prior to the release of "Re-Elected".

what i do is just take the financial hit and buy keys for saints row 4 game of the century whenever i'm gifting this game to some unlucky fool
